正确选项是E，但是我觉得这句话有问题啊，好像多了一个动词的感觉，画红线部分，三个动词……但是第三个will be allowed to 也没有从句之类的东西啊

可是我查了好像没有啊，我看过那个10og和11og的题号对比，说这道题是新题

famers will be allowed to grow  modifies  grain ; thus, grain  farmers will be allowed to grow=grain (that) farmers will be allowed to grow

the constructure of the sentence is :  When Congres reconvenes, some members will try to establish..and to encourage....
