请问这里的greater是动词么?后面的investing又与什么平行? greater economic development?

cities are stressing.....and investing....

这是平行，CDE就全排除了，再看的就是economic和development的修饰关系了，显然A更好， greater是动词吧～

别结束，这里的greater是动词嘛，看起来像，英文里动词可以这么用嘛？
