文章是反驳critics的观点，没有接受。 Nevertheless, implementing the plan will probably not reduce the money going to Aroca’s schools这点是对 The critics are correct on this point.的反驳。

那The critics are correct on this point这句话是起什么作用呢？不是让步作用吗？
我觉得作者是有保留的承认了critics的观点，但是举出了可能的consequence，在这个情况下critics的观点就not subject to those
reservations.还有，我觉得E的rewarding应该是rewording

现在看看，之前的理解应该是有误，

作者认为critics是对的，只是有其他的东西能弥补而已。

我觉得意识是说现在是对的但是实施这个plan后将会使得sales increase substantially

而且这句话后面都是用的will 将来时 A 中的 prediction更贴切
