我选c, to表示目的，总觉得b中的who are changing jobs不如c中的who change jobs好，change jobs应该不是持续性的啊，不能一直换工作啊?

请指教！！

应该是b吧，这个changing表示过程，而不是反复。。。

如果选择c，最后的意思好像变了，jobcould be uncovered for months，文中的意思是workerscould be uncovered for months

这里我有个疑问，could不是过去时态吗？可是全句式现在时态。。。

could 有虚拟的成分在里面吧，otherwise= without the standard.

提一个不同意见阿我记得在上XDF的时候老师说在GMAT里面的could只表示过去时没有虚拟的意思

这句话出现would 我觉得用could没问题

who are changing jobs应该就是表示重复发生的动作正因为他们总是换工作所以才会uncovered for months 也就表明了health care bill 建立的目的

一直有一个疑问，就是 workers who change jobs　和　workers changing jobs　在意思上和句子结构上的差别，高人能给指点一下么
