A的正常语序：a reasonably clear picture of the patterns and causes of ocean currents has emerged。因为of后面的部分太长所以放在后面，保持句子平衡。

额。。。那位什么是 "has emerged"? A中的句子主语不是a reasonably clear picture (of the patterns) and causes (of ocean currents)么？。。。

正因为主语是 a （reasonably）（clear）picture of（the patterns and causes of ocean currents）所以用has 主语是 a picture 其他是修饰语我是这么理解的。
