(E) Speaking habitually of the “truly needy” is instilling the gradual notion

Key is C，“be to do sth”不是在G中不行吗？这道题怎么解释？？还有前面的 to speak& speaking有什么区别？？

大全注释上说to do be to do, 那有没有doing be doing 呢    有什么区别呀

to do is to dodoing is doing
都是对的，考点就是前后一致，区别绝对不会在这里考。
