答案是D, 感觉和C没有什么区别, 为什么C不对呢?

C:打比方说,资产价值上升了10, 下降了5, 那么简单计算总共上升5。那么这种情况下政府有利可图所以reassessment会发生,这个同题干情况不一致。

D:正好相反。是正确答案。
