The new agriculture bill will almost surely fail to pass. The leaders of all major parties have stated that they oppose it.
Which is supporting the prediction that the bill will fail to pass.

A. Most bills that have not been supporty by even one leader of a major party have not been passed into law.
E. Most bills that have been passed into law were supported by at least one leader of a major party.

I think E is as good as A. Could someone tell me why E is not relevant?  Thanks

E is wrong. the fact that  most bills that have been passed into law has no impact on the potential laws. Because, the minority of bills that doesnt have support could be the majority of potential laws that had not support.
