policy intends to keep unban unemployment rate low, but if the policy actually increases the rate, it's ill-structured. That's exactly what E tries to tell us.

严重不理解。题设说因为加工厂都在城市里。如果去掉了出口关税，城里的失业率就会上升。E说没有可获利的农作物，农民都进城了。-- 可是农民进城就能说一定失业率上升或者下降么？期待nn....
