可以排除BCDE. 但是A是说多数主张扩铁路的人报告说公路上不堵车是他们会经历的最大好处. 这为什么会影响公路不堵车的实现呢? 是不是我理解错a的意思了? 请教NN.

多数主张扩铁路的人报告说公路上不堵车是他们会经历的最大好处-->因为他们以为修了后就有多人去搭rail，所以公路就不堵了。但如果most的人都这么想，那到时候还是没几个人去搭rail，所以堵车照旧。
