"a" modifies lowering, while "and" connects "of interest rate" and "of fears abou inflation", both modifying "lowering" as well.

注意中心词的使用,一般情况下都是修饰的中心词,特殊情况(限定定语从句的修饰),仔细体会

我看过的一个不错的解释是：
a lowering of interest rates and of fears about inflation其实有省略
a lowering of interest rates and （a lowering）of fears about inflation。
这样看起来是不是很对称？而且与后面并列a rally in stocks and bonds, and a weakening of the dollar。

谢谢这么多人回答呢，今天上来可高兴了，都有人回答。仔细想了一下，大家说的都有点道理，我接受mymengming的理论，和madben的解释。fengyun1的并列有助于我的理解，但是还有前面的好。fengyun1别拍我啊。。。
