owed restitution to 在这里是什么意思，为什么需要restitution这个词，

在法院判决时土地尚未归还，two counties需要在判决规定时限内予以归还，直到归还之日前，two counties对three tribes的土地返还以债务的形式体现，因此用“owed restitution to”。
