B.so too are modems, the devices that allow

C.so too modems,the devices allowing

D.also....X-----不平行。

E.also...X------不平行。

A、C错的原因不是很清楚；B对的原因也不是很清楚；SO TOO的倒装用法很模糊，不知道文中哪部分是SO TOO 位于句首的倒装结构呢？

诚请牛牛指教。

这是两个句子呀，没有任何连词怎么会对呢？

B是独立主格。

C.and 作为连词后面竟然没有谓语，不构成一个句子，当然也不会对。

so too are modems.modems也是这样。是个全倒装句。
