B是best answer,但是OG的解释说Choice E, which seriously distorts meaning, says that the commission proposed development funding and that such funding could be open to the public...

为什么我觉得E中，which从句也是可以看作修饰park的呢？B的结构development of the park, which...可以是修饰park，而E的development funding for the park, which...为什么不可以看作是修饰park呢？两者句子结构有什么区别吗？难道是因为一个用for，一个用of?

迷惑中，求解。。。

是这样的，选项一定要让句子没有歧意，e选项中，which可以修饰funding,可以修饰park,就有歧意

可是我觉得B选项中也有歧义啊，which从句也是可以修饰park,funding，甚至development的。

E中的" is to be " distort the meaning 了吧
