B无关。

题目讲有人因为换了时间所以导致了高效率，所以要全部人都换。
C中给出了另外的可能，那就是换了时间的人因为不被打扰而导致高效率。而如果全部人都换时间的话，就不会有不被打扰的可能了。

我原来的理解是，B，并不是所有的人都愿意换时间，所以不可能换来高效率。
