我觉得前面说的是for, first of all，后面就该接 sencondly，就不应该有for，认为d可以

I think E is very reasonable. Absolutely parallel here is not good.

"xxx for, first of all,xxxx, for, second, xxxx"

You can simply accept E as the way Laowai use.

"the city’s election board" is singular, that is why ABCD are all out.

这种作为插入语的修饰短语的结构好像不一定要整体平行的。
