我理解D是无关选项,判决结果与是否定罪无关,

但C和是否被逮捕,以及定罪的关系是什么呢?

C is related to arrest. If cops are more interested  in street crimes, they probably more likely turn blind eye on geeky computer criminals even if the crime has been discovered and repored.

You are right about D setencing has noting to do with arrest and conviction.
