18. Decentralization enables divisions of a large institution
to function autonomously. This always permits more
realistic planning and strongly encourages innovation,
since the people responsible for decision making are
directly involved in implementing the policies they
design. Decentralization also permits the central
administration to focus on institution-wide issues
without being overwhelmed by the details of daily
operations.
The statements above most strongly support which one

我做的时候,感觉到C是一个不错的答案,但反复读了三遍之后,我选了A.
不应该选C是因为题中根本就没有任何比较,只是谈了DECENTRALIZATION的好处,没有谈DISADVANTAGE.
答案A是从这里来的: This(function autonomously) always permits more realistic planning...
A -- without funciton automomously, planning is NOT the most realisitc... 还有进步的余地.

-- 直接参与制定POLICIES的人总能做出"好"的决定.

首先不用看题目,就应该对E有反感 -- "制定POLICIES的人总能做出好的决定", 那就是说,没有坏的领导了. :-)
当然,做Lsat一定不能凭直觉. 题目上有"permits.. encourage", .."the people responsible for decision making are directly involved in implementing the policies they design.", 没有说:always make 'right' decision. 只是说,permit and encourage 'the people' .

可是我觉得A是一个A推出B,否A推出否B的关系，显然不对。而E指明文中的逻辑关系,因为the people responsible for decision making are
directly involved in implementing the policies they
design，所以This always permits more
realistic planning and strongly encourages innovation。而E恰恰说明了这个观点，难道不对么？这题的答案是标准的吗？

奇怪。我也觉得A不对，明显是一个A的逆命题推B逆命题的啊。我选的是E，虽然也不是很坚定。
