Why not choose C ? Please help me.

我也认为A是错的。大家知道应该是are likely to do，而A里面的to按照句意是plan to practice。所以A里面结构都不完整。

C里面的to plan on doing不但在结构上，从逻辑意思上来说也比A通顺一点。

关于比较对象are的补出我倒觉得不是太重要，因为没有影响意思的表达。
