政府鼓励人们工作，如果工作的薪水少过政府的失业补助，政府会把少的这块补上。但是既然这样，人们宁可在家里闲着领失业补助，也不愿意接受低薪工作加补贴，因为拿到手的钱是一样多的，所以结论说这不能解决失业率问题。

C 中给出了一个incentive，刺激人们接受低薪工作，因为他们可以把底薪工作当跳板，而又不至于领比事业补助低的薪水。
