Choice B states that no acceptable substitute exists for services provided by any public-sector workers; therefore, it is incorrect. Just my two cents
I prefer B.
in B, it states "Where strikes by all categories of pubic-sector workers are outlawed, ....", so accroding to the original passage we get "no acceptable substitute exists for services provided by any public-sector workers".
For C, I also can not find obvious mistake, just don't like the word " only"

I carefully reviewed the option B, maybe the phase "services provided by any of those workers " is not good.
So B is not the best answer.
