Note that the question asks "In the hunter's argument", so we need to look at what the ARGUMENT really is. Or put it another way, why does the hunter bother to put together such an argument in the first place? He really wants to counter the claim that hunters ALONE should be blamed for the decline in deer population. To do so, he proposes an alternative cause for such decline, that is, black bears ALSO played an important role. Therefore, the BF statement is what the hunter, or the arguer, wants to conclude. He doesn't simply mention this as a finding so that he can explain it. Therefore, D is incorrect.
