I don't understand why aimed?why not "aiming "I remember the other Og11 book said "ing"or "that +verb"modifies the noun. I am so confused!

这道题的重点是decreasing and improving 的并列,doing或者that do是可以说明前面的名词的,但aimed at本身比较特殊,是可以被接受的。
