e.The percentage of households with an annual income of $80,000 is higher in Sommer than in Merton county

how can the answer be C? we can think that a small country where the fortune is more equally dispersed within its population. so it has 40000 average. in China, the few very rich consist of the percent of 60000. how can we say the small country has more number of 40000 than that in china?
