any NN help me, I thinkif there is no "their" in B ,both B and C are right answer.
If I am wrong in this,Please tell me what is wrong in small cars that are more fuel-efficient than they were ,and the difference between small cars that are more fuel-efficient than they were and small cars that are more fuel-efficient than those . thank you very much!

sth that is+adj是啰嗦的标志，在同等情况下应该排除。
small cars that are more fuel-efficient than they were ,they和前面的small cars是同一批车
small cars that are more fuel-efficient than those，those和前面small car不是同一批车

除了A选项以外，B，C用的是THAT引导的定语从句修饰CARS。去掉定语从句应该不影响句意；但是句子就变成了Technology ...allows manufacturers to make cars.这显然不合原意。
Ｄ和E中的 more fuel-efficient small cars 中的MORE也可以看作是跟fuel-efficient与small 共同修饰CARS。那么句子又变成了Technology ...allows manufacturers to make more cars.同样改变了句意。
我想原句意思是“科技让。。制造的车比以前更fuel-efficient。
根据以上分析，我认为虽然A选项不是perfect，但瘸子里面挑将军，应该是它。

I mean the comparation is between "now制造的车"and "以前制造的车".the comparation in A is not complete.

严重同意!

B,C, D, E 不符合原意
B,C 说, 新技术使生产厂家生产某种车(比过去更省油的车), 强调车的种类
D,E说, 新技术使生产厂家生产更多的(省油的)车, 强调车的数量
A说, 新技术使生产厂家生产更省油的车, 强调车的性能
显然A更符合原意, 而且A在语法上perfect, 省略以不引起歧义为原则.

应该是这样吧:

a 逻辑错误: small cars 的现在和从前比,但是从前的车不是同一个车. 所以必须补出those.

b逻辑错误they还是代表同一个车.

c/e歧义 ,more修饰car或fuel-efficient

不敢苟同：毕竟，BC用的是限制性定语从句；起码，在这里不可以随便改。

make cars是指生产车，而不是使车。。。
