E, to make. i think in GMAT, we only can use "to do" when it means we want to do purposely..

你说得对。的确应该选D。因为这里让顾客收惊吓的不应该是inflate，（虽然说老实话，撞车时安全气囊突然嘣一声暴开也挺让人害怕的），但是这里说得是会人人们误以为车on fire 而感到terrified。那么这里的让顾客惊讶的是inflate的时候冒出的烟，而不是inflate本身。所以如果有人想把E中的to make解释成inflate的目的，这是不正确的。

开始选了B，因为两个动词连在一起inflate, make 根据逻辑判断
a burst would make an already terrified passenger think the car was on fire
所以and make与 when the bag inflated 连在一起有歧义。所以应该用逗号隔开消除歧义，但A中making 显然错误就选了B,但做题的时候也觉得B不不太好。
作完再回头细看，inflated and make 时态不同所以消除了与when the bag inflated并列的歧义。
如果B选项改为and that it could make 应该也可以，但没有D简洁，没有歧义的前提下，尽量的简洁为最高原则。好题
