"but only by enough to provide them with a comfortable living". These words imply that the offsprings will adjust their money given to their parents according to the amount that the old get from the governments.

Obviously, once the pension increases, the children will curtail their money; if the pension doesn't change but the inflation occurs, the children will probably give much money.
