B. The model suggests that executives examine environment and conditions, and they use criteria in deciding ....
The problem with B is that " use ... in doing ..." is not proper.

D is better

B中，逗号分割的是suggest 从句后的两个动词

B随意破坏了句子结构

且use sth in deciding on 感觉结构不对

decide 是瞬间动词；ing不合适
