The correct answer should be A, b/c negative influence on workers is the only thing that we know for sure according to the context. Anything else is just wild guess.

这个III不是猜测的，是推理的。我觉得理由如下。
由于civil service employee知道fire他们不容易，所以是government inefficient的主要原因。这就是说civil service employee一定占了government雇员的主体。否则无法成为government inefficient的主要原因。
所以我认为是I, III,选B。
when we say most, we mean more than 50%.
However, here, it only says in large part why the government is so inefficient. In large part only means mainly because, it doesn't say most of the people. In a company, 20% of the lazy employees can make the whole company going nowhere. Therefore, III may not be a good choice

I still think, if we take your example, 20% loaf civil employee can't be mainly responsible for the inefficiency of the whole government. It can be inferred from the question that the civil service employee consists certain amount of the whole government employee pool. That's why they can have such a big influence on the whole efficiency of the government.
Your theory is good though. I can understand that. But we are just talking about this sepecific question. I think the "20%" example is not convincable.
