这样更准确，我的意思就是说原句是rate和United States在比较

kallyli回答是正确的。补充一点是：compare to 直接放在a rate 后面而不用逗号隔开很容易引起歧义，因此最好补充逗号，并且比较对象要对等，完美形式应该是，compared to(最好用compared with) people in US.
