C，纵火犯这个词是错的，题目中只是说火星会导致大火

很少的火是纵火犯放的火，C完全和题目没关系。野营火星也是可能，抽烟等等。。。。纵火饭少，没有weaken结论

D好，几乎所有的火是雷击造成的，这样的话，对人实施的ban没有什么效果

我不牛，但也回复以下。the town’s plan will have at most a minor effect就是这个镇所采用的计划中，最有可能的收效甚微的一个。

I kind of think it means the maximum of the effect is still considered minor ... IMO
