would call for = 提出，提倡

后面没有划线的部分出现了“and the plan would delay such cuts until 2010 or later.",and 两个 would很平行啊

晕死,我没看到后面的那半句。只看到几个pollutants ,以为这句话就完了,都没看后面还有半句.要好好反省了.以后看仔细了再上来问问题.

碰到提到proposal啊plan之类的词
往往会有用would呀will

因为计划是面向未来的么，涉及计划开始施行后的行为
