Explanation:

Choice D is best. Choice A illogically compares skills to a disinclination; choice B compares skills to many people. Choice C makes the comparison logical by casting analytical skills as the subject of the sentence, but it is awkward and unidiomatic to say skills bring out a disinclination. Also in C, the referent of
they is unclear, and weak to a degree changes the meaning of the original statement. In E, have a disinclination... while willing is grammatically incomplete, and admit their lack should be admit to their lack. By making people the subject of the sen-tence, D best expresses the intended contrast, which pertains not so much to skills as to people's willingness to recognize different areas of weakness.

My Question is,

1) Why "In E, have a disinclination... while willing is grammatically incomplete"?
2) Why "admit their lack should be admit to their lack"? I check the dictionary that both "admit" and "admit to" mean "acknowledge, confess". What is the difference between "admit" and "admit to"

I have the same quesiton as 1). is it valid to say "while willing"?

For 2), "admit" as vt can only be used as "admit that".

sb. V1 ... while +V2-ing 到是有的, 表同一主语施动。

The best answer, C, grammatically states that the equations... have reduced x, y, and i. and have raised efficiency.

至于 while+adj., 不记得有,不知谁能举个例子。

"while doing" is correct usage. but the problem of " E" in OG31 is the changed meaning of the original sentence, which is not "admit the weakness of their analytical skills" , but  "admit that their analytical skills is weak".
hope my explanation can do some help.

E用的是 while doing ?the complete expression should be  "they are willing to admit ...", not "they will to admit ...". i think "willing" here is adj, not will+ing.

My Question is,

首先回答第二个问题,关于admit的习惯用法应该是admit that+宾语从句 和 admit to sth
比如说下面这个句子:

The decision by one of the nation’s largest banks to admit to $3 billion in potential losses on foreign loans could mean less lending by commercial banks to developing countries and increasing the pressure on multigovernment lenders to supply the funds.
(A) increasing the pressure
(B) the increasing pressure
(C) increased pressure
(D) the pressure increased
(E) the pressure increasing

然后我来解释一下第一个问题,说实话,我也不是很明白为什么说while willing is unidiomatic,不少句型中用的就是这种表达,上面几位的例子正是如此。
但其实E的最大错误在于effectiveness的表达上面。
(D) Many people, willing to admit that they lack computer skills or other technical skills, are disinclined to recognize that their analytical skills are weak.
(E) Many people have a disinclination to recognize the weakness of their analytical skills while willing to admit their lack of computer skills or other technical skills.
E排除admit to错误的话,在表达上面显然不如D的宾语从句那么清楚,这2者之间的差别真的需要好好体会,很多句型中都是这样,有一个比较经验性的判断就是往往2个选项中一个用的是一个看似简单的动词短语搭配带着一长串的名词,就是属于awkward和effectiveless的表达,应该用另一个——动词的宾语从句。当然这个判断纯属我自己做题中摸索的经验,斟酌使用!

刚刚又看到了这个例子,发现此题A,B,C都犯了和上面E选项同样的错,把宾语的中心都放在了一个并不能完全表达句子原来意思的名词上,没有宾语从句表达那么effective,再仔细体会一下。

Building large new hospitals in the bistate area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone.
(A) on the basis of avoidance of duplicated facilities alone
(B) on the grounds of avoiding duplicated facilities alone

admit (that)表示ACCEPT TRUTH。
admit to (doing) something则表示ACCEPT BLAME
本题从意思上来说是ACCEPT BLAME,所以用admit to,而不用admit。见下面的解释(LONGMAN2003)

while doing的用法是有的,见下例。但为何while willing在语法上不完整我也不清楚。

好象"while + n"(省be)也不对.就是说"while + be + .."中的"be"不能随便省...

另外while doing应该是省略形式,while作连词用,它的后面应该跟及物动词。
我想问题可能出在willing上,它在这里好象是形容词。
但我查了词典,WILL有这样的意思:

如果这个意思不适合它,它就有问题了。注意题目中WILLING后面还有个TO。

我是看到上面的例子都是这样的。另外WHILE的前面已经是省略了,后面若再跟VI光秃秃的,结构上不太对称吧。
当然这一点我特别不肯定,只是猜测。

"while willing"中"willing"不是动词的ing形式。
"while raising"这题,首先根据同类列举最后一项前的"and"必须补足,排除ABD,E明显错误。此外"while"表示对比,前面"reduce"后面"raise"。
"while performing"这题,首先根据have和has排除ABC,D中which用法错误。"while"功效同上。

你在考虑到了使用正确主语的问题,但其实答案是E。
while在此表达的连接关系不对,E准确地表达了“仅仅是因为……”的意思。
