I think "of what" is the same as "of the price that".

when you put of what in the sentense, you just feel right.

put into the sentence=> the price of the price that

sounds weird.

選C。其實本題很簡單，per milligram 只是插入片語，that 為關係代名詞，指代 price

本題不能選D，因為應該要說 the price for something，不能用of。
