the median number should be either larger than 2 or smaller than 4, the only integer left is 3

关键是要理解(1)中的4 or more employee assigned to each project. 4个和4个以上的占25%，没有封顶，因此求Median Number排序后，这25%只能是最大的那25%。则中间的40%只能为3。
