within one standard deviation means the number should within the scope of

(10-0.3)<=x<=(10+0.3)

so 9.4 and 0.5 are not in it, 6 numbers left

6/8=75%

there are 6 numbers in the range from mean-stand deviation to mean+stand deviation

thus the percentile is 6/8=75%
