我选C，但答案是A。个人认为be likely to do sth.比较好吧，请大家帮忙解答，谢谢！

其实as likely as 与more likely 的侧重点不同，轻微区别关系不大。关键在于发现than 后有are，而as后没有，再者C中to的作用显然不清晰，不知道是修饰minority graduates 还是other graduates ，而A中in doing 某方面，则没有此瑕疵。更有plan on =make preparations，plan to=intend，改变了句子原意。

至于be likely to do ，这个习语是很好，但应看出此题考点在于比较句以及in doing，无他法，只能通过时间来形成准确分析力

作题的时候是看出了than后面的are，不过觉得这种比较结构中be动词好像是可以省略的吧。还是说这种情况都要尽量补出呢?

你问的这个问题，可大可小，单就这一题来说，肯定是补全最好。但确实在OG上，as adj as结构中不补全be的例子也有。

所以，我建议，包括以后，不以是否as adj as结构后面系动词是否存在为惟一评判标准，姑且算有be和没be 都对(呵呵，经验之谈哦)，关键应结合其它部分综合来看。
