答案是D, 为什么A不对？我觉得D的 Despite 后面一般情况跟的是简单名词结构

despite是介词，我不知道你说的简单名词结构是指怎么样的结构，但是A的错误在于平行，这是GMAT语法很重要的地方。

上面是D选项，可以看到D也不平行啊?? to public transportation systems 和后面的to persuade the public to use public transportation 根本就是两回事哦。前面是介词短语，后面是不定式啊。

请牛牛解答。

都是后面跟名词都是表示尽管的意思是吗？？

这道题的平行规律是依据不定式比介词短语简洁判断的

despite与in spite of含义一样（用于简单的系表结构），但是前者相比更简洁

名词或名词性短语比复杂的句子或动名词结构更简洁
