it seems C is better than the others, but why is "were" used here, rather than "was"?

觉得这样的比较很别扭呢？对于每32个学生所拥有的电脑数，现在是1个，这个数字是过去的四倍，那过去就是0.25个？

0.25个COMPUTER要用WERE吗？
