  the answer is B,while I choose A,why "or" and "but running"?

我觉得seldom 是否定的意思,所以是or 而不是and

而but后面的是另外一个分词短语(和seldom 短语有转折关系)修饰主句的主语Erie Canal.如果你觉得but是连词连接2个句子的话,我觉得这2个句子的意思没有转折的关系,而且我也很少看到but连接2个句子时,but在第一个句子.
