我觉得，it is hoped是最好的表达方法，你记着就行了
B项读不通。

我同意it is hoped是插入语，那么问题是，插入语里的it代词就不需要有明确指代对象了吗？

个人觉得D蛮好的,A 不光有IT指代不明的意思,还罗嗦, 前面POWER后面POWER的,对不对呀?

it is hoped就相当于it is said, 指的是据其他人希望的意思.

(B) it is hoped, can provide enough power that will set

provide后面缺了宾语补足语,应该是provide ... with/to ... 而且 to set a new distance record 是个目的,并不是解释power 的,不能放在that从句里去修饰power

(C) hopefully can provide enough power, this will set

两个分句之间没有连词,而且句子的意思改变了,原意是其他人hope,这里变成了cyclist去hope  了

(D) is hopeful to set

跟C 一样改变了意思

(E) hopes setting

跟C一样改变了意思

9楼B的解释有一点问题。provide that
formal if a law or rule provides that something must happen, it states that it must happen


in longman，我觉得最重要的原因是that will set 改变了句子的语义。

这里有点一疑问: enough...that ....是不是一种固定搭配啊 eg. I have enough money that i am able to buy a new bicycle. 那么这里的that 不一定是修饰power 的，而只是作为一个连词。

还有就是，enough 中如果出现否定形式， 否定词是不是要提前阿，eg. i have enough no money to do sth 要改成i do not have enough money to do sth

it is hoped 是希望能够。。。hopeful/ly是有希望的，前景光明的。两者意思不同，细细体会。

我认为it 作为形式主语指代to set a new distance record

C项怎么理解也不是理解成cyclists去hope吧，表示hopefully can不行么？表示can provide blablabla非常有希望，有可能。
