理由：help用法： 1)help sb to do sth 2) help (to) do sth. 3) help in doing sth.

所以help surgeons 后应该为to，但也觉得C后面不是很好

两种help的用法都可以。但是c造成歧义，因为 (to develop) parallels (to help), 若是to plan, 那to develop也可以和 (to plan) parallel

help do, help to do, helpful in doing都是对的，XDF上课也有讲到：）

不过上面那题我也中招了，一下没注意就选了B，关键还是要看懂句子的意思，避免平行错啊
