104. Spending on research and development by United States businesses for 1984 showed an increase of about 8 percent over the 1983 level. 题目的意思就是问assumption。
给出的条件是增长率年年下降,结论是政府的刺激没用。
所以前提就是,就算政府没给出这个刺激,情况一样不会比现在差。
