  2. if B, the structure of this whole sentence is--- prepostion phrase, sentence.
  3. if C, the structure of this whole sentence is --- Noun, sentence.
  4. Thus, B is the best.

为什么不用D?

B的WITH...表伴随状态，而不是因果关系，理论上D的 because of更好。

而且，B的a 
            United States citizen hold更是没有道理。又不是情态句，怎么不用holds?

感觉D的逻辑意思不好,并不是因果关系,而是用伴随状态比较合适.另外making不如that makes好.

还是B比较好 但为什么用holds 我也不知道 呵呵

1. making ....短语修饰有歧义，可以理解为a law making.... 也可以理解为immigrant making.. 排除A.

2. 主谓一致，a United States citizen holds,排除B

3. A law...., immigrant, a law 在语法上作immigrant的同位语，但immigrant不是law,逻辑不通，排除C

4.  being passed 不妥，law 已经在过去通过了，应该用过去分词passed表示完成状态。排除E.

此题选D，虽说读起来也有点别扭，但在5个选项中它是最好的。
