I encountered the exact same problem in Princeton GMAT verbal review and their official explaination is that although both C and D are grammartically correct, GMAT rewards "simple and sweet", since it's about "people" in "workers" in general, it's not necessary to say "the young people" and "the older people", therefore D is more concise.
