今天分别做了这两道题目-都错了，相当纳闷。为什么GWD21-1要用"are"呢，都不知道和前面的什么对应！？

In prep 46, these is no such option available as "will soar to a level more than one-third higher than is" so those two answers do not confict. I do remember see some example which omit that/those but leave verb (is/are) there.
So I guess E is better. (I also chose D when I first saw it )

I don't quite understand why " that " can not following than as in D.
It is reasonable, for example, in the early days, 56K was the standard speed.

我记得上新东方的时候老师说过that和those 指代之前的名词时都是指的不加形容词的那个名词也就是只指代speeds
than可以引导定语从句，是关系代词，指代先行词
at speeds much higher than are currently possible.改变一下顺序at much higher speeds than are currently possible
这里than指代speed吧
