这题我选(C), 答案是(D)，看解答里(C)错误的理由不是很充分，有没有好心人再给讲解哈？

另外，又看了遍句子，businesses are finding that ，这里的businesses 是指商行？

A/B/E错：头重脚轻=>重心后移，形式主语；大全－684是that is more than that的句型；A中的it指代句意错；C错，it is the fault of educators中it没有指代，或者说没有对fault的同位说明：强调结构。

"It is hardly be said that" is a idimatic way to start a sentencec which gives a general statement.

E.g.:

It is believed that ...(something is true).

It is said that ...

"That ... can hardly be said that" is awkward.

Correct: That ... can hardly be said.

E.g.: That (educators ...) can hardly be said.

The intention of this kind of reverse structure is to emphazise the important of the educators.

I think there's no definite answer choice for this question, D is the best of all.
