I hold the same understanding as yours. But I therefore think that B is a better answer because it states that Daily Clarion actually care less about the people of Gotham City by devotes more of its pages to out-of-town news.

It is comparing out-of-town news between Daily Clarion and Daily Bugle. So, how about in-town news? We don’t know. Daily Clarion could have more in-town news than Daily Bugle as well as out-of-town news. Daily Clarion could be a 100-page newspaper, and Daily Bugle could be a 10-page newspaper, so that everything in C is more than B.
