这里based分词放句首，主语等于句子的逻辑主语，起到修饰的作用，表示被动

被基于。。。。的科学家，说不同

base sth on

sth is based on

on the basis of

如果是建立基地的话可以用 sth is based in+地点（比如US/uk/asia/china）
