yes,,you are right, "they " are both tricky..
unlike the second one, in the first one "they" are definitely clear -- same as charter vacations
so there is no reason to use "it clause to " ....
但是第二题E里的they难道不tricky吗？
it如果是代词的话没用单数的指代对象的
如果it是形式主语的话，有2个weaken
1.引导词that/who/。。。不好省略的
2.they也存在着和A一样的tricky point，都有可能指代“人Researchers ”或者“plastics ”
我觉得第二题的A的结构和第一题非常相似的

it seemed that they...表示给出一种情况下they会如何
they cost more than they seemed：表示they即实际上cost...,又似乎cost....所以they同时指代两样东西---kaplan是这个意思吧
我觉得两题的答案不同 is because the construction is different, even though they look like same.
in first, "they" means "charter vacations" ---very clear
and idiomatically use --"originally seemed"
so A is correct.
in second,
"they" means "Researchers ", so eliminate directly A and B .
in "D" . "it" has no clear meaning---歧义，out..
"C" changes the meaning of the original sentence, out,
then only "E" is best.
我认为此题主要考“选取最优化“，“it" in "E" make the "E" better than others..
楼上给出了一个很好的角度
kaplan那道题里，关键的是在逻辑上they应指pactices，而句中前一个they指代主语，og强调一句话同一代词只能指代一个事物，所以用it引导的从句
而大全里的那道代词没有指代错误。
应该就是这个原因吧

选项A they originally seemed 应该是省略不定式，但前面未出现，故无法省略。所以选E
